Bio
Al was appointed to the House of Delegates in 2007. He serves on the Environmental Matters Committee and its subcommittees on Transportation and Local Government. As a freshman legislator, Al was named Municipal Superstar by the Maryland Municipal League after successfully securing passage of legislation supporting community parks, affordable housing and homeowner protection. He received top ratings from groups advocating for environmental conservation, civil rights and consumer protection. In 2009, he was named "Legislator of the Year" by Maryland Black Mayors, Inc.Before being appointed as a state Legislator, Al served three terms as an elected Council Member and Mayor Pro Tem for the Town of Kensington. He was active with the Maryland Municipal League and served on its legislative committee and revenue subcommittee. Al's relationships with elected leaders across the state were instrumental in his efforts to successfully lobby the General Assembly for electric utility reforms.
